my is from philippines and we start this back in 2008 and manila started to process in july 14 2009 and now asking again to start all paper work over and that medical again for the 3rd time for us is there any other way that she can come here ? why cant she just fly here and do it from here?

Because she doesn't have the required visitor visa to enter Canada. Your application reached Manila in July/09, what happened between 2008 and Jul/09 for the delay? 80% of spousal applications are processed in Manila in 4-8 months, so you should be getting an authorization from your spouse and applying for her CAIPs Notes to determine what the problem is. well she had a baby which is mine in march 26/08 that slow things down for us too
Your spouse likely won't get a visit visa to come to Canada because of the fact that she has a permanent resident application in process. She won't be able to convince the IO assessing her request that she intends to leave you and return home at the end of her authorized stay.

I agree with PMM - you should be ordering the CAIPS notes to find out why the application is taking so long to process. You'll also need to submit with the CAIPS request a release of information form from your spouse in order to get her information.
