I don't remember who was talking about mailing/receiving passport by Fedex with an own account. From the email I got there was a link for the instruction on passport submission:

It says:
Important information regarding the return of your passports:

Passports will be returned to you by US Postal Service regular mail unless you use one of the premium services described above. WE WILL NOT USE FedEx, UPS, PUROLATOR OR ANY OTHER COURIER COMPANY ENVELOPES - EVEN IF THEY ARE PREPAID BY CREDIT CARD OR ACCOUNT NUMBER.

It's me, but mine was submitted to LA, and it says "Your passport(s) will be returned by courier envelope ONLY when you have pre-paid the courier company for the return and enclose a completed shipping label."

so I guess different locations have diff instructions...just make sure ppl read their emails carefully

If your address is in Canada, we strongly recommend that you supply a return envelope for your passports using Canada Post’s Xpresspost - National service. Do not send us an Xpresspost - USA envelope. Your passports will be mailed back to you from Canada using your return envelope.

Oh haha, you are absolutely right, I just had my passport sent out, if I had not read the email/link carefully I would have sent it wrongly.
