So this might be a stupid question but here it is... Why does the time for outland applications vary so much between the countries? Doesn't CIC need the same info no matter where you are applying from? Thanks!

They are processed at different offices, so different number of applications, and different people (and number of people) processing those applications. Plus all the things that PMM said.
