hi, i want to know if a sister in law can sponsor someone as family class? because my husband owes child support and he can't. any other option anyone? please
Are you sure he can't? If he's just sponsoring you, there is no minimum income requirement.

that's what it says on the application papers, says unless the matter is resolved to satisfactory of whoever you owe. so either he gets to pay it all off, or we think it might do it if he enters into a repay agreement and pay that for awhile and the city is happy about it....

A sponsor cannot be in arrears for child support.

defaulted on a court-ordered support order, such as alimony or child support

They are in default of spousal or child support payments ordered by a court. This includes payments ordered by a court outside of Canada.
Persons in default of a court-ordered or court-registered support obligation to pay support are not eligible to sponsor. This includes persons who are and who are not registered with the responsible federal, provincial or territorial authority as being in default of family support obligations are not eligible to sponsor. A person who is unable or unwilling to live up to current family related legal financial obligations is likely a poor risk for honouring a future family related financial commitment.
Sponsors must demonstrate that they have resolved the matter to the satisfaction of the responsible provincial or territorial authorities before they can be eligible to sponsor.
As to the OP's question, her sister-in-law cannot sponsor her. (If it were her sister - rather than in-law - she could have sponsored under the Manitoba Family Stream).
You will have to ensure your husband pays his child support arrears before making an application to sponsor.
CIC will require you to send proof that it is paid "up to date".

what does this "up to date" mean? do you think getting into an agreement with the city, and start paying for awhile will make them satisfactory, and we can apply??

Oh sorry I didn't realize he was in arrears. I just thought he was paying child support... as in up to date and it's just part of his monthly bills kind of deal.
