I read every single page in the spousal sponsorship package (my part and his part). From what I read and understood is that everything should be submitted at once; all fees, my application, his application and all the required extras such as medical exam and police clearances?

Is that correct?

We have a few things to do before we get started, such as get him a passport (he uses an enhanced drivers license to visit me via ground travel) and get married. eeep!

Yes. everything at once is the most ideal. Missing things will delay the process.

You can wait to pay the landing fee, but its better to pay up front as it takes them more time to request it and get it.

The Medical is good for a year, the FBI and Police Clearances should be sent in within 3 months, they are good for 6 months.
And, yeah, the passport is pretty important - as is getting married. Can't really start at all without those!
