Here's a silly answer - yes and / or no :)
Typically - yes, you at least have to go to a POE
It seems though that now you can make an appointment at a local CIC office & schedule yourself for landing also

I believe you can also do a uturn before crossing the Peace Bridge at Fort Erie (that is, the bridge between Fort Erie, Ontario and Buffalo, NY). This appears to be one of the few, perhaps only crossings where one is allowed to make a uturn without actually crossing the bridge into the States.

Ok I have a question referring to dpenabill's answer: has anyone actually ever done it? Is there a guarantee that I can make a U-turn to Canadian port of entry without going to the US side?

Best bet is to call & ask them, they'll know
I'm assuming you are a US citizen (perhaps wrongly) so even if you have to go into the US to turn around - should not matter a bit
If you are not a US citizen & require a visa to enter the US (and don't have one) you can go to the US POE - tell them you are going to Canada to land & ask for a refusal letter. It won't affect future visits to the US

I am not US citizen. I am European. What refusal letter are you talking about???

If you are European it shoud not matter most Europeans enjoy 90 Days in US visa free, the worst that could happen is they charge you 12 bucks for a visa waiver if you can't U-turn. Then keep the card they give you, it is good for the 90 days to enter the states without paying again.
Why not just go and have a coffee in the US and take a good look at Canada and soak up the feeling that you will be landing soon...

At most border points, you will require a "rejection letter" from USINS before you return to "land" on the Canadian side. The rejection letter does not effect future admissions.

Yes, getting a letter from the US border officers is ok, I guess... :) I don't know if I will attempt to do a U-turn before Peace Bridge. At least when I go back to the Canadian site, I have a proof that I was at the US border checkpoint when I have a rejection letter to show to Canadian immigration people.

At another forum at least one person has reported landing (this year) at the Fort Erie-Buffalo crossing without actually crossing the bridge, without getting any documentation from the U.S. side.
I crossed at this crossing just a few weeks ago and can confirm there is (still) a turn-off, marked by a sign that says "return to Canada," just before one goes onto the bridge itself, which appears to be beyond the Canadian PIL (the booths). If one stays in the left lane and drives slowly and watches for this turn, one should not miss it.
