I just got a letter, saying they transferred by application to Los Angeles, california

I'm gathering this is common? why do they transfer application?

and what is the time line for los angeles, cali?

Another case transferred to LA. There is no timeline for LA. I do not know how many family cases have been transferred to LA so far but it seems not too many when I checked immigration.ca . There is one woman on this forum who got approved in less than 3 month but there are others who wait for a decision. My case was transferred to LA April 22, 09 to expedite it but I have not seen much of it. Considering that the package was complete and checked by a company hired lawyer it is hard to understand why we have not heard anything in more than 4 month. my wife has requested a 2 case inquiry after 90 days but no response so far. The last option to find out what is going on before we have to harrass the MP is a CAIPS request.

MP stands for member of parliament.

If the visa office does not react on inquiries or delays the application for no reason, it is obvouilsy the last option that you have as applicant or sponsor to get attention from CIC or wake them up. One of the many weaknesses of CIC and their process is that they do not have a 'function' or dpertament that checks the timelines of applications or efficiency of the process and pushes cases if they are overdue. That causes a lof of the applicants grief and suffering.
There could be a couple of reasons for a transfer to LA. Sometimes Buffalo is just overwhelmed with applications, and when that happens they transfer US citizen applications to the outlying US visa offices so that Buffalo can still meet their designated timelines. They say it's to "expedite" cases - but it really isn't. It's just that, with a backlogged caseload, Buffalo wouldn't be able to process within their 4-9 months time frame . . . so the outlying offices help them meet that mandate. That's why LA, Detroit, Seattle and NYC don't have their own timelines - they're only helping Buffalo meet theirs.

The other reason for a transfer would be if there was a problem with the application, or if an interview is going to be required. It's hard to figure out, usually, why an ap gets transferred . . . other than to order your CAIPS notes and see if there's anything there. But if you can't imagine any reason there'd be "issues" with your application, it's very possible it was just transferred to "expedite". It seems there've been quite a few reports of aps transferred out of Buffalo lately, so they must be busy.
Yea I dont for see any problems with my application lol but what do I know! I'm hoping it's just been transferred to meet timelines
Buffalo transferred mine to NYC and I was approved for a PR visa about three weeks later! It could be good sign! :)
