How do you obtain a rap sheet from Illinois. Police Certificates only indicate there were no convictions but the letter from Buffalo want "judgements of any and all crimal charges whether resulting in conviction or not."

From my understanding state police certificates would indicate if there "are" or "no" records of arrests, not convictions...that is left up to the courts to decide. This is what I was told by an officer at the Oregon State Police identification and records division.
If there was a hearing or trial, there is a record regardless of the outcome.
I would check with the county courts where the hearing took place and find out the process in obtaining final court records regarding the case you are inquiring about.

oh and I was also informed that if you are found innocent of the charges against you, you'll still have an arrest record, unless you have that cleared by the courts.
