My fiance came to Canada from the US on March 11, 2009. I was 7 months pregnant at the time and I am happy to announce we have a beautiful baby boy 5 months old :)
We applied for his passport extension to Vegreville, on August 9, 2009. We haven't heard back from them yet.
We plan on getting married on Dec 11, 2009.
How long is the typical wait time to hear back from Vegreville regarding the extension? Are our chances better for successful sponsorship because he has a wife and son born and living in Canada? How long does it for him to get a work visa? I am working now and he is looking after the baby.

OK, If you waiting for the 'Visitor Extension or Change of Conditions' the wait time is currently 104 Days, I would not be concerned as long as you have applied you will have 'Implied Status' until they either deny or approve the application.
As for the sponsorship, proof of a valid relationship is a requirement married or not, the fact that you will be married and have a child together is definitely a plus point.
Regarding the Work Permit, this is usually granted at the first stage of an 'In-Canada Class' application which is currently around 6 Months (this can take 1 or 2 years in some cases).

When we are married and start the sponsorship, can he then apply for a SIN number or do we have to wait until he has his PR card?

Not so simple I am afraid.
When you file the application for PR, you may include an application for an OWP (Open Work Permit) this will usually be granted when they give AIP (Acceptance In Principal). If you do not include the application for an OWP with the PR application they will inform you that you are eligible to apply for one.
Either way you will be looking at around 6 months from the point of application before you can get work authorisation.
So, Short answer, You can get a work permit half-way through the PR application.
Just to give you guys a heads up.. 6 months is only for 1st stage approval for inland application, some application doesn't receive 1st approval in CPC-V then file gets transfer to local office and most of the local offices are pretty backlogged. In my case, my file was transfer to local Ottawa office and they were backlogged for 24 months (no work permit was issued till i get the 1st stage of approval from local office) and then i had to withdraw my inland application and applied for outland via buffalo, NY (Thanks to Robsuv and this forum). Which is faster than inland application (Time frame 4 min -9 months max). Without the 1st stage CIC WILL not give open work permit for inland application. Im afraid nazmul is right on the dot, but do not despair, work permit usually is provided following AIP, and your file should not be transferred to local office unless they suspect there is something wrong with your relationship. In your case your baby is more than enough tpo prove the validity of your relationship. My file was transferred to Montreal after 6 months and then i got AIP after 8 months. I was lucky in my case as i had ordered a privacy info disclosure, and it said that the vegerille immi officer didnt believe in our relationship. I sent further documentation including new photos and new testimony of friends and family to montreal and they called me after 8 months for the AIP, at which time i got a work permit. I got the PR in the 2 months following that.
It is a long process and dont lose hope.
