It took my hubby about 4 weeks to receive PR card, and yes you can apply for SIN and and OHIP without it, use your CORP and passport along with other specific requirements they ask for see this website for details if you need more information..http://www.servicecanada.gc.ca. You can then look up information specific to your province. Good luck and welcome to Canada.

Don't recall precisely how long it took for the PR card to reach me, but I do recall that it took longer than I was expecting -- came within a week or so of my getting nervous enough to check into it.
You can definitely apply for the SIN without it. (I got my SIN within a few days of landing.)
You probably can apply for OHIP without the PR card but since you have to be in Ontario three months before you are actually eligible to receive OHIP benefits, it is okay to wait until you actually have the PR card, and I think it makes it simpler. (Yeah, that is what I did.)
BTW: just got my H1N1 shot Thursday . . . no need to show anything, no OHIP card, nothing. Just stand in line and they poke you with a needle, with a smile.
