Apparently, if you play pro ball, you can get around the time in-country issue as a PR.

Well it's not just playing pro basket ball. He wants to play for Canada (which requires citizenship), live in Canada, and invest in Montreal. I'd say that sort of situation, given the impossibility of him living in Canada as a PR and pursuing his career, is the sort of situation where Citizenship judges should use the discretion they have been given, and consider granting citizenship.
