The photo spec & requirements for how many you need are different (not the specs - but quantity) for each country.
The region specific guide has the specs for the photos and also how many you need

Can there be 2 different sets of photo's for an application?
eg: medical requires 4, then the application requires another set, but you only took a total of 6 lets say.
can you send a new set of photo's (which will appear slightly different eg: clothes) for other parts of the application? or do they all have to be from the same set?
Yes that's fine IF...
1 - the photos you use for the medical are all from the same set and
2 - all the photos you sent in with the application are from the same set
In other words, yes - just don't mix sets

Am I missing something here? :) I am in Washington State and moving to BC Canada and in the documents it states 4 photos which are the immigration photos and then in the medical checklist is says this:

If you are required to undergo a medical examination you must follow these steps
Step Action
1 Make an appointment with a Designated Medical Practitioner (DMP) for you and each required family member. DMP in your region:

4 The DMP will send your results to the appropriate medical office for processing.
So my interpretation of the 5 photos is any 5 candid photos of you in the previous 6 months. Not 5 immigration photos. And it mentions on schedule c if you are in certain countries you need negatives and this made me think they are looking for regular photos.
I just want to make sure I am supposed to get 9 immigration photos vs 4 immigration photos for the application and then 5 random photos of me in the previous 6 months leading up to the medical exam?

Just an update on Ikon Studios. This past Wednesday I went to Black's as I needed one more immigration photo of my wife and her two daughters, to give to the DMP - they charged me $ 60.00 ( which included a 25% discount ). So I was reading this thread to figure out if there was a better option ( I'd gone to two Shopper's - one didn't have the camera working, and the other, the guy didn't seem to know the requirements for immigration photos )...and called Ikon Studios. The guy and his wife ( both very friendly ) are now operating out of their house - located about two minutes from Buttonville Airport. I needed 12 photos in total ( 4 of each of my wife and step daughters ) - and this couple knew exactly what was needed, we were in and out in less than 15 minutes - and the total charge was $ 30.00 !
Anyways, if their location is convenient for you - I highly recommend them...their phone number is still the same.

this may seem like a silly question but in regards to how many pics to send...
i am an australian but i am processing in buffalo - outland but been here for more than a yr etc etc
so how many photos do i send? the number for australia since i am australian or the number for the states since its being processed in the states?

Follow the instructions for the visa office that will be processing it. If it's Buffalo for you, then Buffalo.
It seems like the new July-2011 documents (including the Guides) no longer mention anything about printing stuff on the back of the photos. Same with Part 3 for the US. Am I missing something, or is this a new development?
Just to update.. I called CIC. They said because the July-11 rules are "still new to them" they are not sure of whether or not this is still a requirement. Apparently they too have discovered and confirmed that the requirement is no longer in the guides, but they're not sure if it's an omission or intentional. So he told me to write on the back of one photo (we're Outland), just like it's described at the start of this thread. He said it "couldn't hurt". :)
