a friend of mine is working here in canada on a 1 year work permit,
he wants to apply for PR,he also wants to include his wife who is in india,
(he is a indian citizen). what route does he take,would he be classed as inland application and be processed in vegreville or does he apply for PR for himself 1st then apply for his wife,which office would process this application.
any pointer in the right direction would be greatly appreciated.

Only a PR can sponsor a spouse, he'll have to get himself PR status first then he can sponsor his wife.
I don't know anything about any other sort of PR other than spouse so you'll have to await another answer.

so if that is the case,under what catagory would he apply for PR,
he is working as a chef on a 1 yesr work permit and has been told he could just keep renewing is work permit up until he gets PR status.
now if that is correct what processing center would he apply through and does anyone know processing times for whatever catagory he will apply.
sorry guys,this is probably the wrong place to have started this thread but i am just not sure which class to post in at the moment.

There is currently no inland route for skilled worker category. He will have to submit his skilled worker application to the overseas visa office responsible for his country of citizenship, or if he has been admitted into Canada for at least a year, he can submit it to the Buffalo visa office.

can he include his wife in his application even though he is in canada
and she is in india and would she be allowed into canada while his application
is in process or would she really have to wait the whole time out in india.
any suggestions would be greatly appreciated.

Yes, he needs to include his wife in the application (as an accompanying spouse, if she is to get a PR visa at the same time as him, or as an non-accompanying spouse, if she is to be sponsored by him later... I would assume she will be an accompanying spouse.)

If he is in Canada at the moment as a temporary worker, she is allowed to apply for a temporary residence visa to accompany him in Canada. In fact, once she is in Canada, she could also apply for an open work permit and work in Canada. And this has nothing to do with the PR application. She could do that right now.

his wife has been turned down twice for a temp visa to visit.
he sent letter of invitation,proof of wages and funds to support
his wife and yet still turned down.

For the PR application, the only route is a skilled worker application (overseas) - his wife should be listed as a dependent (most likely accompanying) on that application, then she will get the PR visa the same time he does.

As for the TRV for his wife, what was the reason given for refusal? I thought that usually spouses of temporary workers can be issued TRVs valid concurrent with the worker's own visa.

he was turned down twice for TVR for his wife,they had ticked the box that in the IO officers opinion he did not think she would leave after the end of her stay.
like i said earlier matthew,he is on a temp work permit for 1 year(renewable),
now he wants to apply for PR while he is in canada (skilled worker)but his wife is in india,he has been told that his application will go through buffalo,how does this affect his wife as in how does she get to come to canada while he stays in canada.
can you give me it in laymen terms matthew.

Unfortunately, if she has been turned down twice for a TRV before, her chances of being granted a TRV to visit her husband while he applies for PR in Canada will be nil.
