My wife is born and raised a Citizen of the U.S., we are married.
Applying outland.
Question 6b- I checked No - The application will be processed at the visa office responsible for the country of which the person you are sponsoringn is a national.
Question 6c- I checked No- Same thing.
Is this correct? I don't understand the question. Those 2 answers are the only thing that seem reasonable to me. Please help.

Assuming you are using a Canadian Address in 6a, then answers are no.

Nope, sorry, I should have said we are using her U.S. address. Because that is where she is still living.

Please I know some of you are far more knowledgeable and will help me from filling this out incorrectly. Pretty much have this last question left.

Already responded to the PM -- and I might be more confused than ever except I suspect, now, that you are reading too much into the questions. Relax a bit and mostly use common sense.
If she is an American citizen and the address for where she lives is in the U.S., then 6.b. is irrelevant. The "if" part of that item is not met. So you just leave those blank.
Your responses will not hurt, however, not be a problem.
BTW, I understand that heightened anxiety in the final stages. There is indeed an intensity that makes it difficult to not see nuances beyond nuances. Again, relax, use common sense.
Another BTW: we made several errors in our application. I just took note of another one recently, two years after the fact. Little mistakes will not ruin it. Do your best, be honest and do your best, and all should go well.
