Well, the marriage is on track for next March in Atlanta. With some great advice from RobsLuv, we're planning to apply for outbound permanent residency processing while my wife lives with me in Quebec.
Key word: Quebec. There'll be a period where I am working full-time and she will be here but unable to work pending permanent residency.
I just got off the phone (after 30 minutes on hold and three transfers) with the RAMQ (our provincial health insurance folks), and they explained that she will need three things for coverage WITHOUT yet being a permanent resident: first, proof of ID (her passport), second, proof that her permanent residency application is in process (a confirmation letter, I guess) and finally, her CSQ -- the Certificat Séléction du Québec, which is the special wrinkle that Quebec has to "approve" all its PR applicants.
I'm wondering if anyone knows
a) if these (passport, acknowledgement of PR application, and CSQ) are also the requirements for the government's full-time French classes, and
b) how much time we should anticipate adding to the lacuna between her arrival and her being able to get health care and take French classes. We're poor enough that I'd like to be able to budget our private health insurance expense, and she'll be climbing the walls after three weeks of doing nothing but waiting.
Quebec-specific immigrants (esp. US inbound), can you shed some light on the subject?
