I don't think I've seen the answer to this before... Will CIC look at any file before the BF date? We got a BF on my file because CIC lost my FBI record after it went to Buffalo, but I contacted them and they were able to locate it. We got a 4-12-2010 BF date back in January because it was missing. Otherwise I would already have had the passport request, according to my CAIPS. I realize 4-12 is not that far off, but I just want an idea what to expect.

When CIC/CHC is waiting for either information or documents, they put a BF date on the file. If the information or document arrives, then the file is "brought out" irregardless of the BF date. It is a belt and suspenders thing, as file as supposed to be brought out when anything arrives, the BF is to ensure that if something arrives, and is not brought out, that the file won't just molder away.
