(Seems a curious question from someone who has been on the site for quite some time.)

There is no time limit per se. The relationship is a qualifying relationship when it exists, the day after marriage, throughout the marriage.

Of course, all the potential issues attendant any sponsored spouse PR application still apply, including eligibility to sponsor, genuine relationship, inadmissibility issues, and so on.

There are practical considerations. In many jurisdictions a marriage certificate, which is required to be submitted with the application, is not available immediately . . . in Ontario it can take many weeks to get it . . . just to give one example (among others) of why one might not be able to file the app immediately following the marriage.

There are also potential issues, in addition to the usual proof of a genuine relationship, depending on the particulars in an individual's circumstances:
Has there been a lengthy separation? (and if so, why?
Is their evidence that the marital or a common-law relationship existed prior to the sponsor landing (and was unreported)?
Among many other potential issues/questions.
You can apply anytime - you're eligible as soon as you're married, and some partners won't have applied for years if, for example, they've been happily living in another country and a sponsor has only just decided to come back to Canada. If you've been married all this time, and not together, there might be some additional scrutiny regarding how genuine your relationship is that you've not wanted to live together - but there could be very legitimate reasons for that, maybe even something like inadmissibility that kept a fn from being eligible for PR, or a couple maybe lived close enough, on opposite sides of a border, to spend time together while the fn finished school or a job or something. The possibilities are endless - they will assess your relationship based on the fact of your case, but there is not a "time limit" that ever makes you ineligible to apply.
We got our marriage certificate a week after, and had the packet ready to mail the next day.
